The scien? tists used to tell us--I can remember read? ing- -the top men saying don't worry about the codfish. They lay X-millions of eggs each, per year, per season or whenever they lay them. And they'll never be a problem. He was wrong. But this was the philosophy in the Department of Fisheries. That's about 20 years ago. But they didn't know what the hell they were talking about. Here we are today. And the only way they're go? ing to straighten it out is they have to take some real firm action. They're doing very well, actually. But they're going to have to even be firmer, I think.
